Short description of the Hong Kong Offshore Liquefied Natural Gas (LNG) Terminal Project:

In support of the Hong Kong Government’s policy to reduce carbon intensity and increase the proportion of natural gas used for power generation, an offshore LNG import terminal in Hong Kong has been constructed and already started its operations in July 2023! It is one of the very few alike terminals in the world. The terminal contributes to the enhancement and diversification of Hong Kong’s natural gas supply sources and ensures a more reliable supply of fuel at competitive prices.

The terminal facility entails a Floating Storage Regasification Unit (FSRU), an offshore jetty platform, two subsea pipelines, and two gas receiving stations. In addition, it is a joint venture between the two local power producers – Castle Peak Power Company (CAPCO) / CLP Power Hong Kong and The Hong Kong Electric Company. 

Mitsui O.S.K. Lines (MOL), as the owner of the FSRU vessel, provides operations and maintenance (O&M) services for the offshore jetty platform. The Jetty O&M team consists of an onshore team and an offshore team of Supervisors and Operators.

What will be your role?

Assisting the Jetty Maintenance Manager to ensure that the offshore jetty will be technically operational by facilitating the overall maintenance of the offshore jetty topside equipment and systems. This includes overseeing the daily/regular execution of maintenance and repairs, budgeting, scheduling, inspections, contractor management etc.


Your required capabilities and characteristics:

  • Degree in an Engineering discipline (Preferably major in mechanical, electrical, instrumentation, automation, or other relative discipline)
  • At least 3 years of work experience in a maintenance position, working as an engineer, supervisor, coordinator, planner etc.
  • Preferably work in LNG/Regasification plants/ Marine/Oil/Gas/Chemical/Energy/Water treatment/Waste handling/Manufacturing industry etc.
  • Contractor management experience with local/foreign contractors to meet local safety regulations of Hong Kong Government departments like FSD, EMSD etc.
  • Knowledge and understanding of Health, Safety, and Environment concepts applicable in LPG/LNG/Energy/Marine/Oil/Gas/Chemical/Water treatment/Waste handling/Manufacturing etc. Included policy or procedure, e.g., lockout-tagout, permit to work etc.
  • Excellence in English (verbal and written); Cantonese is a must; Mandarin is an advantage but not mandatory.

Your responsibilities:

Operational Excellence

  • Supports the Jetty Maintenance Manager with all kinds of mechanical, electrical & instrumentation, and maintenance work required at the jetty
  • Contributes to the implementation, and upkeeping of the jetty maintenance manual for all equipment, systems, piping, and other installations at the jetty
  • Supports conducting preventative and corrective maintenance activities
  • Contributes to the definition of the scope of work packages for outsourced maintenance
  • Supports performing quality control and verify acceptance of outsourced maintenance
  • Provides and compiles documented reports upon completion of any maintenance work, including summaries of works performed, operational budgets, and actual expenditures.
  • Identifies and sources for technical and operational supplies when required and ensures the rates are most economical
  • Ensure that all copies of statutory and equipment certificates are properly maintained and documented
  • Coordinate with contractors, vendors, suppliers and related authority departments from the government.
  • Updates and stores technical documentation such as design documents, vendor documents, etc.
  • Manages the jetty spare parts and orders them from the Asset Owner when required
  • Liaise with the Asset Owner on technical matters including Jetty and utilities performance, etc.
  • Manages the Computerized Maintenance Management System
  • Ensures the continuous development and implementation of maintenance procedures
  • Undertakes any other technical-related assignments as and when required
  • Available to work in case of any emergencies and unplanned maintenance activities

Safety, Health, Environment & Quality

  • Demonstrates commitment to and support of SHEQ principles and values, champions safety as necessary
  • Ensures compliance with jetty SHEQ policies
  • Ensures safe preparation and execution of all maintenance works at the jetty performed by both the offshore Jetty O&M team and contractors (e.g., by preparing Job Safety Analyses, contractor’s jobs supervision at Jetty)

Training & Development

  • Attends all training courses as required to perform the maintenance, safety-related activities or personal development.

Perform other ad hoc duties as required.
